這項工作以「救護告解室」為交流入口，引入正義文化（Just Culture）與非懲罰性通報的觀點，並連結醫院端的醫療品質經驗，討論到院前事件與根本原因分析。
This work connects prehospital incident reporting with just culture and hospital quality-improvement experience, so near misses can inform discussion of the work system.
